14,000 Police Personnel to Secure Muharram Processions and Majalis Across Rawalpindi Region

RAWALPINDI: Authorities have finalised extensive security arrangements for Muharram-ul-Haram across the Rawalpindi region, with more than 14,000 police officers and personnel set to perform security duties during the month. According to police officials, a total of 1,065 processions and 4,813 majalis will be held across Rawalpindi, Attock, Jhelum and Chakwal from 1st to 30th Muharram. Of the processions, 116 have been classified as highly sensitive (Category A), 120 as Category B, and 829 as Category C. Similarly, 478 majalis have been placed in Category A, 414 in Category B, and 3,921 in Category C. Regional Police Officer (RPO) Rawalpindi Region Babar Sarfaraz Alpa said special control rooms had been established at both regional and district levels to ensure effective monitoring and swift information sharing during Muharram. He added that all security arrangements had been completed and that strict implementation of the Punjab government's code of conduct and standard operating procedures (SOPs) would be ensured. From 1st to 10th Muharram alone, authorities expect 759 processions and 4,376 majalis to take place. Police officers and personnel have been directed to remain on high alert and closely monitor sensitive locations, imam bargahs and procession routes. The police will work in close coordination with other law enforcement agencies, while surveillance through Safe City cameras, intelligence-based operations, search operations and combing activities will be intensified. Authorities have also warned of strict legal action against individuals involved in spreading sectarian hatred or provocative content on social media platforms. To minimise disruptions, alternative traffic arrangements have been prepared. Traffic police personnel will be deployed along procession routes and diversion points to maintain the smooth flow of vehicles. Special routes will remain available for ambulances and emergency services, while parking around majalis and procession venues will be strictly prohibited. Chief Traffic Officer Rawalpindi Farhan Aslam said more than 980 traffic police officers and personnel would perform duties throughout Muharram. He noted that enforcement against vehicles without registration plates and those using black-tinted windows had been intensified as part of security measures. The CTO urged citizens to cooperate with authorities, use alternative routes where necessary and follow traffic advisories issued during Muharram. Officials reiterated their commitment to maintaining peace, protecting lives and property, and ensuring the observance of Muharram in a secure and orderly environment.

ISLAMABAD: The Islamabad High Court (IHC) on Wednesday suspended the collection of property tax from residents of the federal capital, granting interim relief to taxpayers who have challenged the levy imposed by the Metropolitan Corporation Islamabad (MCI). The order was issued by a single-member bench during the initial hearing of a writ petition filed by Muhammad Munir Ahmed Chaudhary and Ahmed Hasan Rana, who also represented petitioner No. 1 as legal counsel. The petition challenges Gazette Notification No. 404(1)-4/2024, issued on March 14, 2024, along with a property tax bill amounting to Rs846,398 served on April 24, 2026. During the hearing, the petitioners argued that the property tax had been imposed in violation of the Islamabad Capital Territory Local Government Act, 2015, and the Urban Immovable Property Tax Act, 1958. The petitioners further maintained that the notification had been issued by an administrator rather than an elected local government body, contrary to the requirements of Section 75(e) of the Act. They also argued that the notification lacked the specific authorization mandated under Section 3 of the 1958 Act, rendering it legally unsustainable. According to the petition, the respondents exceeded their lawful powers by imposing the tax without following the prescribed legal procedure. The operation of the disputed property tax bills has been suspended until the next hearing, which has been scheduled after four weeks. Government Launches New Fixed Tax Asaan Scheme for Small Traders Ahead of Budget

The government also announced penalties for traders who remain outside both the fixed tax regime and the regular tax system. Such businesses will face fines of Rs10,000 in the first month, Rs25,000 in the second month, and Rs51,000 in the third month. Officials stated that kiosks, pushcart vendors, and other very small traders will be exempt from the scheme. FBR Member Hamid Attique Sarwar said Pakistan has approximately 4.4 million traders, with around 3.5 million expected to qualify for the new system. Larger Tier-1 businesses, particularly those operating under major brands, will not be eligible. The number of such businesses is estimated to be between 50,000 and 100,000. Sarwar emphasized that many eligible traders currently pay little or no tax, and even modest contributions from this segment would help broaden the tax base and reduce pressure on existing taxpayers. He stressed that the initiative should not be viewed as a tax amnesty scheme. To qualify, businesses must have been operating for at least three years, maintain a physical business location, and not fall under specialized professional service categories. Existing taxpayers who filed returns before 2025 may also join if they meet the eligibility requirements. RAWALPINDI: The Rawalpindi Ring Road project is approaching completion, with authorities targeting its opening by the end of May. However, the provincial government has decided to postpone construction of the Rs5 billion Thalian interchange on the motorway and instead make the road operational through a temporary two-way carriageway system. According to a senior official of the divisional administration, the project has entered its final phase. The main corridor has largely taken shape, while landscaping and horticulture work has also begun along the route. He added that widening work is currently underway at the Thalian junction, where the Ring Road connects with the motorway, as it is expected to handle more than 18,000 vehicles entering the highway daily. Officials say expansion is necessary to prevent traffic congestion and long queues. Deputy Project Director Ashfaq Sulheri told Dawn that the Thalian interchange will not be constructed immediately. Instead, a two-way carriageway will be used temporarily to ensure smooth traffic flow onto the motorway once the Ring Road becomes operational. He said certain technical and logistical issues led to the decision to defer the interchange, which will now be taken up after the completion of the main project. The National Highway Authority (NHA) is also expanding the service road network to accommodate increasing traffic pressure. Sulheri added that a revised PC-I including the Thalian interchange has already been submitted by the Project Management Unit, but priority has been given to making the road functional first. Regarding construction progress, he said the Punjab government has directed acceleration of work to meet the pre-monsoon deadline. Work is now being carried out in three shifts. He further stated that major structures are nearing completion, including the Soan Bridge, while girder casting for the railway bridge is underway. Asphalt work has also started, with over 28 kilometres of the 38.3-kilometre road already completed. Work on interchanges, bridges, and road surfacing is being executed simultaneously to recover delays caused during the monsoon season, with officials aiming to fully stabilize progress by October–November. The Ring Road project includes five interchanges at Banth, Chak Baili Khan, Adiala Road, Chakri Road, and Thalian, along with an industrial zone planned along the corridor. Originally estimated at Rs33 billion, the project cost has now escalated to Rs47 billion. Officials indicated that any further cost adjustments will be reviewed upon project completion.
