Rawalpindi Declares Flood Emergency Ahead of Monsoon Season

The Rawalpindi district administration has officially announced a Flood Emergency across the city, which will remain in force from June 15 to September 15 as authorities prepare for the upcoming monsoon season.
Officials stated that the decision was taken in response to forecasts predicting above-average rainfall and a heightened risk of urban flooding. The emergency measures are aimed at strengthening preparedness, improving coordination among departments, and minimizing potential damage caused by heavy rains.
As part of the emergency plan, a central flood monitoring and control room will be established at the Civil Defence Office. The facility will operate throughout the Flood Emergency period under the supervision of the Pakistan Army to ensure effective monitoring and rapid response to any developing situation.
Authorities have also confirmed that a unit of the 111 Brigade will remain on high alert and ready for deployment in the event of flooding or any related emergency.
Following the Eid holidays, Rescue 1122 and Civil Defence personnel will conduct comprehensive flood response exercises at Rawal Dam. The drills will focus on rescuing individuals trapped in floodwaters and improving emergency response capabilities. Military personnel will participate alongside civilian agencies to enhance coordination and operational readiness.
To strengthen the city's warning system, the administration has introduced manually operated emergency sirens that can function without electricity. These sirens will be installed at Civil Defence ward posts in flood-prone areas, ensuring that residents can receive timely alerts even during power outages caused by severe weather conditions.
Officials said the new warning mechanism is intended to provide early notification during emergencies and help reduce risks to life and property.
In preparation for any major flooding event, five relief camps have been designated across the city. The shelters will be established in educational institutions located along Murree Road, Liaquat Road, and other vulnerable areas. The identified facilities include Islamia Higher Secondary School No. 1, Islamia High School near Liaquat Bagh, and government girls’ schools in Dhoke Hassu, Dhoke Ratta, and Gawalmandi.
Meanwhile, authorities have accelerated desilting and cleaning operations in Leh Nullah and 15 seasonal drainage channels. Officials noted that these waterways frequently overflow during periods of intense rainfall, and clearing accumulated debris is expected to significantly reduce the risk of flooding.
The district administration has directed all relevant departments to remain vigilant throughout the monsoon season. Continuous monitoring and coordination will be maintained to ensure a swift response to any emergency situation.
Residents have been urged to stay informed through official channels, follow safety guidelines, and cooperate with authorities during the Flood Emergency period to ensure public safety and minimize the impact of potential flooding.
